Make me two Python programs that use regex's to answer the following questions

(1) Are there more districts that are R or D.  Just count them.

(2) What is Michigan's PVI?  Compute the average of the PVI's for all the Michigan congressional districts.

What is the tipping point?  If the D's when every district that is R+1 or more Democratic, wold they win?  If
the Republicans win every district that is R+6 or more Republican, would they win?
